School Budget Vote coming Monday April 2;mayor suggests ways to keep school staff and services intact

The following letter was submitted by Village of Cazenovia Mayor Kurt Wheeler. In it,he outlines the current state of the proposed CCSD budget for the 2012-2013 year,and how proposed cuts to staff and services could be avoided through community effort. The vote on the budget has been moved (as of March 20) from March 26 to Monday,April 2,2012.

Dear Neighbors,

The Cazenovia School Board and Administration are to be commended for the exceptional efforts they have made during the past two years to rein in spending in the face of millions of dollars of lost state and federal aid. Their judicious cuts in partnership with concessions from each of the school’s bargaining units have kept increases in local taxes to an average of approximately one percent per year. The unfortunate reality is that there is virtually no “fat” left and the cuts contemplated for this year and beyond strike at the muscle and bone of positions and programs essential to our children’s future.

The purpose of the local tax levy limit enacted by our state government was to control excessive growth in taxation and make New York more competitive.  The tragic unintended consequence for school districts and local governments like Cazenovia that were already “living within their means” with little fat to cut has been to threaten our long-term health and viability. Blindly accepting the local limits suggested by the state (while they simultaneously reduce aid and shift unfunded mandates to local governments) will devastate our municipal infrastructure and our children’s preparation for the future at a time when we should be increasing investment in these two critical areas.

Eight months ago,the Village of Cazenovia rejected this cynical mentality and refused to accept that the Clark Street bridge remain closed,leaving a dangerous gap in our local transportation network. Our residents supported us as we pursued a creative,collaborative approach to replace this essential infrastructure. I’m proud to report that on 12 March,crews began to remove the old decking and a new bridge will be in service by 1 May,less than a year after it was closed.

I believe that when our citizens understand the issues involved,they will be equally supportive of the school and our children. Based on the complex formula mandated by the state,Cazenovia Central Schools’ local levy limit is only 1.6 percent. This percentage will generate about $250,000 ,less than one third the amount lost to reductions in state and federal aid this year alone. We have to understand that this loss of aid is not a passing anomaly – it is our “new normal.”  Even after a third consecutive year of belt tightening in every area,a gap remains. To close this gap,our district is contemplating cutting core educational programs unrelated to declining enrollment. This year,our school’s agriculture program and a core area high school teacher are among those on the block. I ask you to consider,what will we cut next year or the year after to meet the state’s arbitrary reductions?

A modest total increase of just 3 percent (less than the CPI over the past year) will allow the district to fund all essential academic programs and continue to prepare our children for the most competitive world any young American has ever entered. That additional 1.4% on my tax bill would equate to about $29. That is an investment I will gladly make.  We have to trust our locally elected leaders to make prudent,far-sighted use of our tax-dollars. They will continue to carefully scrutinize our budget and cut every dollar they can without a detrimental impact on our students’ futures.  Contact your school board members today and tell them you trust them,not Albany,to do what is best for our children and our community.

‘Impacts of Shale Gas Drilling in Rural Communities’ Presentation Planned

(Cazenovia,NY – March 2012) What can we learn from the experience of shale gas drilling in nearby Pennsylvania? What are the impacts of heavy industry upon a rural community?

Mike Lovegreen,manager of the Bradford County Conservation District in Pennsylvania,will speak about the impacts of shale gas drilling by high-volume horizontal hydraulic fracturing in his county March 20,at 7 p.m.,in the auditorium of the Cazenovia High School,31 Emory Ave.,Cazenovia.

The program will be moderated by Liz Moran,president of EcoLogic,LLC,and a member of the Cazenovia Town Council. After his presentation,Lovegreen will answer questions from the audience.

The meeting is sponsored by the Cazenovia Preservation Foundation,the League of Women Voters of Cazenovia and the Town of Cazenovia.

Impacts of Privatization:What does it Mean? Why Should You Care?

(Cazenovia,NY – March 2012) The League of Women Voters of Cazenovia will examine the topic of privatizing government services at a meeting March 14 at 7 p.m. in the Community Room of the Cazenovia Public Library.

The event is free and open to all interested individuals.

Special guest speaker Dr. David Van Slyke,associate professor of public administration in the Maxwell School of Citizenship and Public Affairs at Syracuse University,and senior research associate at the Campbell Public Affairs Institute,will address the questions:‘National,State,and Local Impacts of Privatization:What it Means and Why You Should Care.’

Van Slyke will give particular attention to the areas of social services,prisons and government infrastructure.

The Cazenovia Preservation Foundation (CPF) is asking for your daily support in voting for a $8,500 Grant. The money would be used to construct an interpretive trail in the Gillette Lane wetland (two adjoining parcels at the end of the Gillette Lane cul-de-sac in the village of Cazenovia).

Greater Cazenovia Art Trail 
Get to Know Art in Our Community
Come join us in the first ever open studio program in Cazenovia. The Cazenovia Area Community Development Association (CACDA) is initiating an art trail program to support and encourage the arts in the greater Cazenovia area. Our developing program will draw people into the area to support and become educated about art in Cazenovia. The Greater Cazenovia Art Trail (GCAT) program will be run by volunteers from both the art community and those who support arts in our community.
How it works for the artists 
The goal of GCAT is to provide exposure for artists and allow artists to educate the community about how they create their work. The GCAT program is a juried program;artists that want to participate must first submit their work to the jury committee for review. Prospective artists must also submit a plan about how they will educate the community about their creative process. For example,a glass studio might show how glass is made and turned into a bowl or a carver might show how a block of wood is turned into a decoy.
How you can help 
You don’t have to be an artist to participate in GCAT,you just have to want to support art in our community. Please consider the following volunteer opportunities:
  • The Steering Committee helps establish the rules and guidelines for the program. The committee will develop the application,informational packet,and orientation handbook for the artists. This committee is ultimately responsible for running the program.
  • The Marketing Committee will coordinate all the marketing efforts ensuring word gets out to as many people as possible,including recruiting artists to the program and promoting the open studio weekends.
  • The Jury Committee should include several members of the community including artists,art teachers,gallery owners,directors,and curators. The jury reviews all the applications and art submitted and selects the artists to participate in the program.
  • The Event Committee helps coordinate the two open studio weekends and any pre-event activities that might be scheduled. The event committee ensures studios are prepared for the weekend including signs to guide the community to studios.

2012 Art Trail Time Line 
  • April 2,2012 The Artists Application will be available by emailing arttrail@cacda.net
  • May 1,2012 Applications received before May 1 at 5 p.m. will receive an early bird discount. The application fee will be $25.
  • May 2 to May 15 From May 2 to May 15 the application fee increases to $30 for those who need a little more time to apply.
  • May 16 to May 30 From May 16 to May 30 the application fee is $50 for those that wait to the last minute to apply.
  • May 30 at 5 p.m. The deadline to receive your completed application in the CACDA office.
  • June 15,2012 The jury will have selected the artists to participate in the program. The event committee will have conducted preliminary studio tours.
  • September 28,2012 Artists will pick-up materials for the open studio weekends and deliver a sample piece of art to the preview exhibit (location to be determined).
  • October 5,2012 Kick Off! The pre-view event and reception for the first open studio weekend.
  • October 6-7 and
  • October 13-14 Open Studio Weekend in Cazenovia
